This project is supported by World Bank loan. It is implemented by the Ministry of Education, Yourth and Sport of Cambodia. It is a 5 year project from 2019 to 2023. The objective of the project is to improve education quality and research capacity in STEM and Agriculture. The following are projects proposed by GIC under HEIP project:

C1: Improving Teaching and Learning Capacity

• Strengthen the teaching and learning (T&L) approaches to fill the skill gap between university and industry
• Extending Flipped and Blended Learning Model widely at ITC
• Opening of Master in Data Science
• Upgrading learning space infrastructure and learning resources 

C2: Improve Research in STEM and Agriculture

• Automatic Latin-to-Khmer based Text Conversation – Lab NLP
• Intelligent Job Matching and Prediction System – Lab Data Science
• Establishment of Data Center to support research activities

C3: Strengthening Sectoral Governance and Project Management 

• School Management Information System (SMIS)

C4: Contingent Emergency Response
